MN election results announced

The Muscogee Nation has released the official results from its 2025 General Election held on Saturday, Sept. 20, and announced a Run-Off Election for National Council Seat B in three districts. The runoff will determine the final representatives in the Okmulkee, Tvlse and Tukvpvtce districts, while other seats across the Nation were decided outright. The General Election also featured a successful constitutional referendum. —

Run-Off Election Details

The 2025 Run-Off Election for National Council Seat B will be held:

• Election Day: Saturday, Nov. 8, 7 a.m. – 7 p.m.

• Early Voting: Wednesday & Thursday, Nov. 5-6, 7 a.m. – 7p.m.

Key deadlines include:

• Oct. 9 – First day absentee ballots will be mailed to voters

• Oct. 15 – Deadline to request an absentee ballot

• Oct. 28 – Deadline to register to vote in the General Election Note: If you already requested an absentee ballot for the 2025 General Election, you do not need to request a new one for the Run-Off.

Below are the official results for National Council Seat B across all districts as well as the constitutional referendum: Winners – No Run-Off Required Akfuskee District

• Sandra Jean Golden – 1,930 votes (51.98%)

• Russell David Wind – 1,783 (48.02%) Creek District

• Cody Randall Phillips – 2,383 (64.58%)

• Patrick Freeman, Jr. – 1,307 (35.42%) Kowetv District

• James Lee Factor – 2,139 (58.36%)

• Timothy Andrew Jackson Jr – 1,526 (41.64%) McIntosh District

• Galen Charles Cloud – 1,902 (51.27%)

• Adam Jones III – 1,239 (33.40%)

• Jeff William Francis, Jr. – 569 (15.34%) Mvskoke District

• Lora Ann Harjo-King – 1,923 (52.96%)

• Sandra Elaine Parish – 942 (25.94%)

• Jessina Marie Brown – 766 (21.10%) Tukvpvtce District

• Thomasene Ann Osborn – 2,255 (61.08%)

• Elizabeth Anne Gover-Miller – 1,437 (38.92%) — Run-Off Required Okmulkee District

None of the candidates received over 50% of the vote:

• William Dean Lowe – 1,549 votes (41.72%)

• Nelson Scott Harjo, Sr. – 1,210 (32.59%)

• Joshua Randall Wind – 954 (25.69%) The top two candidates, Lowe and Harjo, Sr., advance to the Run-Off.

Tvlse District

None of the candidates received a majority:

• Lucian Allen Tiger III – 1,367 votes (36.58%)

• Leonard Ray Gouge – 978 (26.17%)

• Lahoma Schultz – 777 (20.79%)

• Ashley Michelle Wolf Voice – 615 (16.46%) Tiger III and Gouge will face off in the Run-Off. — Constitutional Referendum Result

The National Council Referendum No. NCA 24096 passed with strong support:

• Yes, For the Amendment – 2,538 votes (67.61%)

• No, Against the Amendment – 1,216 (32.39%) The content of the amendment was not included in the results summary but will take effect based on this outcome.

– With three districts still undecided, the upcoming Nov. 8 Run-Off Election will complete the full composition of the Muscogee National Council Seat B delegation.

Voters are encouraged to confirm their registration status and request absentee ballots if needed before the deadlines. Participation in the run-off remains crucial, as council members help shape legislative direction and community priorities across the Muscogee Nation.
