City Council approves key measures

The Henryetta City Council convened Tuesday evening at the Civic Center, addressing a packed agenda with decisions ranging from financial approvals to property abatements and updates on city projects.

— Financial Approvals & Employee Benefits The council approved the consent agenda, including October’s financial reports and claims. Payments were authorized for key obligations, such as:

• $40,023.88 to Bank of Oklahoma for the 2015 bond series

• $26,436.76 to AEP/PSO for utilities

• $39,061.74 to Tyler Technologies for annual ERP/Pro financial software fees Additionally, the council approved a one-time pay adjustment for city employees, allowing the city manager discretion to issue bonuses of up to $300 per employee.

— Ordinances & Agreements The council unanimously passed Ordinance No. 1312, updating the Employee Retirement System Defined Benefit Plan to align with revised IRS guidelines, and declared it an emergency to expedite its implementation.

A new lease agreement with Burton and Brown Towing was approved. The one-year lease, beginning December 1, sets monthly rent at $1,000, with a reduced rate of $500 for the first six months if improvements are made. A $1,000 security deposit is also required.

— Property Abatements & Cleanup Initiatives

Several property abatement issues were addressed:

• 911 W. Division (Keys 1 Henryetta N 90’ of Lot 6 Blk 6) owned by June Y Irick – Tabled until December meeting.

• 901 W. Cummings (Browns Henryetta Lot 1 Block 8) owned by Jeremy Scott & Joyce Moore Code enforcement was asked to give the property owner a list of things that need to be addressed and was given approval for 60day extension.

• 105 W. John Street (Henryetta HTS Henryetta Lot 3 BLK 18) owned by Carl & Marie Mulliniks – Approved for Abatement.

• 310 W. Madison, (Gilliams 1 Henryetta Lots 7 to & INCL 9 BLK 5) owned by Sandy Solomon Lees – Tabled until December.

• 1105 W. Broadway (Key’s 2 Henryetta Lots 5 & 6 BLK 38) owned by William Coleman Approved for Abatement. Owner will attempt to remove.

• 1201 W. Cummings, owned by Randy Herman, was removed from the abatement list. Permission was given for code enforcement to issue permits for electricity and water service.

A city-wide cleanup event was announced for Dec. 13-14, to be held at the new city barn in coordination with the county.

— Updates from City Manager City Manager’s updates highlighted several ongoing projects and developments:

• Sewer Line Project: Nearly complete, with only 150 feet of line and two manholes left.

• Airport Fuel Sales: Fuel is now available at competitive rates, enhancing city services.

• Library Improvements: Efforts are underway to address electrical and ventilation issues at the Henryetta Public Library.

• Camera Installation: New wall-mounted cameras are being installed to live-stream city meetings and events.

• Employee Recovery: Updates were provided on an employee recovering from brain surgery.

• City Promotion: A promotional tour showcasing Henryetta is set for November 22, with statewide news coverage expected.

— Henryetta Municipal Authority Agenda items approved were:

• Financial Reports for October

• Minutes of meeting held in October

• Claims for the month of October • Payment to OWRB (ORF08-0015-DW) in the amount of $37,962.14 for monthly payment

• Purchase 34 – 3CY Dumpsters from WasteQuip in the amount of $28,712

• One time pay adjustment for all employees at City Manager’s discretion not to exceed $300 – The next regular meeting is scheduled for December 17.
