Abated property demolition ahead

Henryetta City Council approved moving up new business that included entering into executive session to discuss pending litigation with the city attorney during their regular meeting on July 16.

After returning from executive session, there was no action taken.

Asbestos testing was finally received for four abated properties and the City Council approved demolition by city crews.

Jill Francis with the Henryetta Planning & Zoning Board Committee discussed implementation and business licensing and fees for the City of Henryetta. She asked that the committee be able to explore fees related to help announce when and what businesses are opened in the city. Mayor Jennifer Munholland suggested that Francis contact the Oklahoma Municipal League for information.

Financial reports, minutes of meeting and claims for June as well as year-end budget amendments for the 2018-2019 fiscal year were approved.

All of the following payments were reviewed and accepted by council members:

• $23,016.31 to AEP/PSO;

• $12,133.35 to Fuelman;

• $9,100.79 to American Exchange Bank for lease/purchase payments for a ladder truck and GMP fire truck;

• $9,978.90 to Henryetta Economic Development Authority (HEDA);

• $38,495.13 to Bank of Oklahoma for a 2015 note series monthly payment;

• $9,359.98 to Doug Wadley, owner of Shoney’s, for 2.5% of taxable sales for quarterly taxes from April 1, 2019 through June 30, 2019 (to be reimbursed by HEDA).

A proposed agreement between Slayton Resources LLC and the City of Henryetta to negotiate a leasehold sale agreement for Section 28, Township 11 North, Range 13 East in Okmulgee County was tabled.

Council members approved a Commercial Lease Agreement between the City of Henryetta and Project H.E.A.R.T., Inc. in the amount of $7,800 for 12 months or $650 per month for the senior citizens building located at 211 S. 11th Street.

Highlights for June in the City Manager’s Report included:

Water Treatment Plant – New fencing was installed around the residual handling facility and drying beds. Control communications were down for a week between the treatment plant and water storage facilities. A transducer and chip board reader were replaced.

Waste Water Treatment Plant – A new control panel was installed on the Orendorf Street Lift Station. While electrical repairs were being made to a control box, crews had to manually operate the raw lift station over several days.

Nichols Park – Mowing, cleaning and maintenance continue.

McCutcheon Park – The Splash Pad and the park continue to be great assets for the community.

Henryetta Police Department – During June, 47 offenders were booked into the jail of which 32 were male and 15 were female. Forty-nine were released of which 33 were male and 16 were female. There were 187 citations filed and 23 citation warnings filed for the month. Four new sex offenders registered in the city.

Henryetta Fire Department – A total of 88 incidents were reported during June. There was 214.5 hours of call back, FLSA and holiday overtime for the month.

Henryetta Public Library – There were 43 magazines and 42 books added to the collection. A total of 801 materials were checked out and there were 19 obituary searches. Customer assistance and general reference questions totaled 55. Microfilm was used 13 times and public computers were used 361 times. Fiften library cards were renewed and 27 new cards were issued. Revenue from out of county users for dues was $12.00. Fines totaled $25.00. Copy and fax revenue totaled $241.40.

No other new business was discussed and the meeting adjourned.

Henryetta Municipal Authority (HMA) approved the consent agenda consisting of financial reports, minutes of meetings and claims for the month of June as well as the year-end budget amendments for fiscal year 2018-2019.

All of the following payments on the agenda were approved:

• $11,595 to Center Point Landfill;

• $11,193.26 and $37,962.14 to OWRB for monthly payments;

• $7,951.79 to Oklahoma Department of Environmental Quality (DEQ) for an Annual Non-Industrial Discharge Permit;

• $7,466.09 to Oklahoma DEQ for Annual Public Water Supply;

• $7,900 to Myers Engineering for engineering services for Sanitary Sewer System Extension for the west side sewer project;

• $74,340.70 to Beytco, Inc. to Beytco, Inc. for the second payment for Sewer System Improvements Section A Lift Station.

The purchase of Caustic Soda and Ferric Chloride, each in the amount of $9,500 for the Water Treatment Plant was approved for purchase.

No new business was presented and the meeting adjourned.

City Council and HMA members attending were Christy Jeffcoat, Mayor Munholland, Janna Duggan and Gary Clason. Donna White, Interim City Manager, recorded minutes of both meetings.
