No citizens attend city public hearing

Henryetta City Council held a special meeting consisting of a Public Hearing on May 23 to discuss the 2019-2020 Fiscal Year Annual Budget.

Due to no Henryetta citizens having attended, the meeting adjourned.

During the regular meeting on Tuesday, City Council members reappointed Jim Beymer to the Henryetta Economic Development Authority (HEDA) board for a 5-year term starting July 1, 2019 through June 30, 2024.

Council members reviewed and accepted recommendations by the Planning and Zoning Board to allow medical marijuana dispensaries to operate in the C-2 highway commercial and commercial recreation districts only and to allow medical marijuana growing facilities and medical marijuana processing facilities to operate only in the I-1 light industrial districts.

Other agenda items approved included:

- Financial Reports, minutes of meetings and claims for the month of April;

- Payments to AEP/PSO in the amount of $19,406.75, Fuelman for $10,393.61, American Exchange Bank for $9,100.79 for lease/purchase payments for a ladder truck and GMP fire truck, Emergency Medical Services for $7,356.44, HEDA for $9,635.13, Bank of Oklahoma for $27,801.58 for 2014 Series Utility System and Sales Tax Revenue note monthly payment, Bank of Oklahoma for $17,592.57 for 2015 note series monthly payment, Crawford & Associates P.C. for $5,463.96 for professional services rendered and Tyler Technologies for $10,760.02 for annual maintenance fees.

A lease agreement between the City of Henryetta and Pitney Bowes for a postage machine was renewed.

Discussion was held and disapproved on the Henryetta Board of Adjustments for a variance for properties located at 609 and 611 E. Trudgeon. Property owners wanted to allow a church to operate on the properties.

City Code Enforcement Officer Jody Agee said that if a church was allowed to operate, that it would restrict the sale of liquor and alcohol products to nearby restaurants.

A variance to allow the construction of a storage shed on properties located at 101 and 103 E. Jefferson was approved.

HEDA’s Fiscal Year 2019-2020 Budget was reviewed and approved.

Council members voted to table the following agenda items:

• Contract between the Okmulgee County Commissioners and the City of Henryetta regarding the CodeRED Alert Information System in order for Henryetta Fire Chief David Bullard to gather more information;

• Proposed oil and gas lease agreement between the city and Calyx Energy III, LLC pertaining to Section 28, Township 11 North, Range 13 East in Okmulgee County.

A request by Staci Alsover for $500 for Cruise Knight was approved.

Bids were received from Wilhite Construction in the amount of $4,964 and Gold Construction in the amount of $7,500 for the north bathroom at the Nichols Park ballpark. Council members awarded the bid to Wilhite Construction.

After a brief executive session to discuss a Fiscal Year 2019-2020 Collective Bargaining Agreement with the Henryetta Firefighters (IAFF) Local #2788, council members approved the agreement.

April highlights of the city manager’s report include:

Water Treatment Plant - Blow down valves on the clarifier were replaced. Crews are in the process of repairing settling plates in clarifier one.

Waste Water Treatment Plant - Repairs were made to a motor on the SBR influent actuator valve. The automated bar screen auger was repaired.

Street Department - Crews were busy performing repairs and cleaning up after storms. Seasonal maintenance continues throughout Henryetta. Five tons of potholes were patched. Two miles of blocks were graded. One load of brush was hauled off. Two culverts were installed. Three blocks of ditches were cleaned. Brush-hogging was done for five days. Five signs were installed. A total of 150 storm drains were cleaned. Five culverts were cleaned. Ten loads of gravel were hauled. Nichols Park was mowed and sprayed. Fresh sand was hauled in for the beach. CDL training was held.

West Side Sewer Project - A pre-construction meeting was scheduled with Myers Engineering and contractors.

Nichols Park - Several water drainage issues were addressed and completed around the lake.

McCutcheon Park - Maintenance and testing on the Splash Pad was completed.

Henryetta Police Department - A total of 57 people were booked into the jail consisting of 39 males and 18 females. There were 58 released including 39 males and 19 females. A total of 260 citations and 39 citation warnings were filed. Two new sex offenders registered during the month of April. Radio logs totaled 1,502.

Henryetta Fire Department - Incidents totaled 84. There were 227 hours of call back FLSA for the month. Rescue and EMS calls lead the month at 30.95%, up 14%. Service calls followed with 27.38%, down 1.11%. Good intent calls finished with 25%, down 6.36%. Fire calls finished with 4.76%, down 6.25%. Storm sirens will continue to be tested throughout May. Fire hydrant maintenance and flow-testing will be performed throughout May and June.

Henryetta Public Library - 43 magazines, 27 books and 3 DVD’s were added to the collection. 686 materials were checked out. Obituary searches totaled 15. There were 48 customer assistance and reference questions. Microfilm was used 19 times. Public computers were used 347 times. Six library cards were renewed. 14 new library cards were issued.

Council members in attendance were Gary Clason, Shannon Scott, Janna Duggan and Mayor Jennifer Munholland. Christy Jeffcoat was absent, Interim City Manager Donna White took minutes of the meeting.
