OCEM Report
By JEFFREY MOORE OCEM DIRECTOR,

This report is a summary of activities Okmulgee County Emergency Management participated in and does not reflect all activities performed by or participated in by Okmulgee County Emergency Management.

— Weather Monitoring & Impacts

• Monday – A mixed winter precipitation event impacted the county on Monday, producing sleet and periods of freezing rain. Several overpasses, particularly the Hwy 16 and Hwy 75 overpass, became slick and hazardous due to icing. Multiple vehicle accidents were reported in this area. Emergency responders were notified and responded accordingly.

• Thursday – A second round of winter weather affected the county on Thursday. Snowfall totals ranged from 0.5 inches to 2 inches across the area. No major impacts were reported. Some roadways were slushy but remained passable with caution.

— Meetings, Coordination & Administrative Activities

• Red Cross Meeting – Tulsa: Attended the Red Cross meeting in Tulsa regarding the OCEM/Red Cross Response Team coordination and operational planning.

• Telephone Meeting with ODOT: Participated in a conference call with the Oklahoma Department of Transportation concerning the FHWA Emergency Relief (ER) Program and ongoing projects addressing infrastructure damages from the April– May flooding and excessive rainfall period.

• Floodplain Development Inquiries: Received and addressed two floodplain development phone calls, one in District 1 and one in District 3.

• Parade Participation: Participated in the annual Okmulgee Parade of Lights Christmas Parade.

• Inventory Review and Documentation: Completed the semi-annual inventory review to ensure accurate documentation. Prepared and submitted documents for surplus and disposal declarations, as well as inventory additions.

— Disaster Recovery & Project Closeouts • Conducted small project closeout inspections with the Oklahoma Department of Emergency Management for DR-4776 (2024 Tornadoes and Severe Storms).

• Completion of these inspections advances the City of Morris and Okmulgee County into the final phase of the disaster recovery process: Category Z (Administrative) closeouts.

— Emergency Responses & Incidents • Red Cross Multi-Unit Apartment Fire Response – Tulsa: At the request of the American Red Cross, OCEM Red Cross Team responded to a significant multi-unit apartment fire affecting eight families. The OCEM Red Cross team provided immediate assistance to three of the eight impacted families, addressing urgent needs.

• Hazardous Material Concern – Beggs Area: Beggs Police Department and Beggs Rural Fire Department responded to reports of a tanker parked in the grass on the north side of Hwy 16 near the northbound on-ramp, with a strong odor noted in the area. Beggs FD reported no visible spills and identified the strongest odor south of the tanker. OCEM responded to assess the situation. The area and tanker were checked using a 4-gas meter. Although a strong odor was present, no hazardous readings were detected, and no additional action was re- quired. Okmulgee County 911 was advised to notify Beggs Rural Fire and Emergency Management if any further issues or reports regarding the tanker arise.
